Intentionally, no. Because of their incompetence? Sure, but that's sort of universal (see the ASU/WSU game last year, or the national title game). They're not good, but I don't think they're intentionally trying to help PAC 12 teams win OOC games.

Keep in mind, in the 2-FG game, their incompetence let you get two more shots at the tie than you deserved, thanks to PAC 12 officials being terrible at their job.
