Jones tagged the front/side of the bag. Might have been trying to avoid his foot. There were 3 guys in the area, and it gets crowded when you are trying to hit a 15" wide target. That's exactly why they make the safety base. If you are trying to beat out a throw/tag...you don't purposely hit the top of the base.
