the court.
I hadn't researched it, but after a quick look, it appears that the NFL will suspend a player one game for DUI. It also looks like there is no universal punishment for NCAA players. Some players have been dismissed from the team. (Like Carrington was) Others don't seem to have anything happen to them ("internal" punishment at Alabama for Geno Smith's 2nd DUI in 3 years) It doesn't look like Geno missed any games, but did miss some practice.
The DUI happened while he was at Oregon. He wasn't a Utah player. He was punished at Oregon by being kicked off the team. He had gone through the legal challenges, reached a plea deal that if he completes the terms of his agreement, the DUI charge will be dismissed. He's done. What more do you want here? Since Utah didn't punish him, shoud the NFL team that drafts him next year make him sit out games to punish him? He's been punished already.
I'd expect if he gets another DUI, the Utes will punish him. But it seems like the punishment has already been dealt for what he did at Oregon.
