It's harder w/ a P5 program in the backyard and it's associated P5s recruiting
the state more actively. Everything is simply more difficult than before. BYU likely won't climb back up until a good coaching hire coincides with a bad one at Utah. I don't think BYU has a ranked season for as long as Whittingham is on his game.
