He just reacted. He didn't plan. He left that to others. Sitake was so out of touch in the game planning that he expressed horror at the offensive play calling and acted as though he was powerless to change it. So no, I don't think there was a "plan" other than Sitake wanted Ty gone for a variety of reasons that go beyond Ty's ability to run an offense.
