Not offering someone when they want it doesn't sound like jerking around.

BYU wasn't finished yet in their search for a head coach. Ken's timeline was different than BYU's, and Navy acted quickly. That's not what I would call jerking someone around. Now, if they had made a promise to him that he would be the next head coach, led him on and then never made an offer, that might be jerking. But I don't understand that to be the case.
