Is that each ward has a sports guy and that guy is responsible to be there or make someone from his ward there for either the game before or after their game.

It should be someone who knows something about basketball so the officiating is somewhat decent.

It will still be bad but imo it’s better to have players getting mad at a neutral third party than at each other. If avoiding fights and confrontations is your concern, a guy is not very likely to hit a random ref who makes a bad call than he is a guy he has been pushing and shoving against all night who makes a cheap call in the last minute of a game
