Split the 25 teams from the WCC, MWC, and WAC (truly western teams) into 3 Conferences (CSU Bakersfield is going to the Big West in a year or two. UTRGV, UMKC and Chicago State are on their own....). Conference A is the top 8 teams; Confderence B is the next 8 teams; and Conference C is the final 9 teams.
Each Conference has its own conference schedule and plays its own conference tournament, but each team has certain cross-over games for OOC scheduling...and the Promotion games. Play the Promotions games in Las Vegas, in conjunction with the three Conference tournaments. Likely have the Confderence B and Conference C tournaments first, then play the Promotion games; then finish with the Conference A tournament heading into NCAA selection weekend.
Conferences A and B play 14 intra-conference games (7 teams x 2) and 8 cross over games against the others, factoring in geography, rivals, TV matchups, and what not. Conference C plays 16 intra-conference games (8 teams x 2) and 6 cross over games. Make the math work, but Conference A teams get more OOC home games and Conference C gets more OOC road games. The Conference games are in January and February. The cross over OOC games are played in December and perhaps 2 or 3 in January.
Based on 2017-18 performance to-date, the 2018-2019 Conferences would look like this:

Each Division still constitutes an official NCAA conference, so each get an autobid to the NCAA tournament.
