1. The 32 autobids currently in place
2. The top 36 non-autobid teams in a composite of the 20-ish best computer ranking systems, where "best" is determined by how well they have predicted tournament performance in the past 5 years
3. The committee then takes those teams, which are given to them, and determines seeds, but is constrained first by a restriction from moving a team more than one spot from where it should be seeded according to the ranking composite and second by the typical religious, geographic, and conference-based restrictions already in place
