"Coaches and players from the other schools will be allowed to watch BYU compete from outside the ropes. Every team is expected to have a representative there to get a view of the third-round hole locations."

Each of the other team will know the 3rd round hole placement two days ahead of time, while BYU finds when they tee up for the holes.

Apparently the NCAA "accommodation" requirement doesn't prohibit penalizing the team being "accommodated".
