Remember "cash for clunkers"? The net effect of that program was more
expensive used cars. Why? Because the government paid people to upgrade and instead of those cheap cars being re-sold they were destroyed and the lower end of the market dried up.

The situation with college costs is very similar. More money in the system and the lower end of the market is gone or non-existent. The only meaningful way to restore the link between the value of an education to its cost is to remove the imbalance from the system; the supply of money has to equalize with the demand for a premium education. Only then will we see newer options for students arise which are more affordable.
