Predatory is the exact word...and why they are a problem.

I understand having a towing company to call if you need your car towed or if someone else parks in your spot and YOU call them, but having them sweeping a mostly empty parking lot in the middle of the night to tow a car that isn't causing anyone any harm or issues at all just to earn some extra money is awful.
