have no right to tow. The way they make money is by towing as many cars as possible, they aren't motivated by a desire to enforce parking rules or help out their property owning customers. They are motivated to make as much money by towing as many cars as possible and push and bend the rules as much as possible to make that happen. They are predatory and engage in unethical business practices. I have been booted in front of my own condo twice and they tried towing my friend while his car was running and he was moving stuff in.

I was also booted at an apartment complex, while legally parked. I got a signed statement from the property owner that I was legally parked and appealed got back only a fraction of what they charged.

There's a big difference between enforcing parking rules and predatory towing. UPE is a predatory towing company. I've received parking tickets from BYU and one from Provo. The fines were small compared to a fee for booting and when I appealed one that was undeserved my appeal was granted. There is a reason people hate UPE and there is not nearly as much vitriol towards Parking cops in Provo as there is towards UPE. They are a terrible company.
