I could be wrong, but very few coaches try to block transfers completely right now, so I don't necessarily see the overall numbers of transfers going up all that much. What will happen is that players are now more free to their school of choice, which seems like a good thing to me.
College football transfer rules, IMO, should be structured to make the lives of student-athletes better without completely messing up the game itself. I don't see how the rule, as it stands now, does that.
