Yes because we all know kids like strict rules and flock to them...
...that's why BYU's Honor Code is such a recruiting advantage over p5 schools. Kids today love strict rules.

Meanwhile conferences that adopt stricter rules to protect their interests will run the risk of losing out on potential recruits who want greater freedom and control over their college career and choose to go to conferences that don't restrict them. If multiple conferences align with similar stricter transfer rules it could give the appearance of collusion and bring further scrutiny or even lawsuits.

Once that cat is let out of the bag it will be so much harder trying to put it back in. The conferences that try will suffer imo. As for BYU increasingly becoming a place that other conferences look to for transfers, I don't see why they would. Any school that gets a kid announcing to them the desire to transfer will have to place that kids name on the list. Nobody can contact the kid before then. So BYU will be operating under the same rule as everyone else.
