Parks and Rec was able to do well was memorable side characters like Councilman Jam, Jean Ralphio, Dr. Saperstein, Dennis Feinstein, Sewage guys, etc. You just don't really have that with The Office. The only thing is Michael Scott those first 4-5 seasons was so great that he makes up for a lot of the weaknesses of the other characters in The Office where Parks and Rec just didn't have that dominating character.
