I disagree with that assessment. Maybe some teams do that, but they do it

at their own peril. I'd argue that free agency occurs after the draft because the draft is the great unknown that helps inform free agency decisions. If it was the other way around then you might be more tempted to pass on a guy because you just signed a free agent with similar skills.
