Another issue is that it's easy to get the certificate as long as it's "emotional" support vs disability, and your dog doesn't need special training. I know of people who get their dog licensed so they can get normal non-pet-friendly apartments and the landlord can't deny them with that being the reason. Messed up. Such an abuse of the system
