Hill recognized that it was unlikely, but with something like this you don't

want to take any chances whatsoever. No one can rock the boat if they don't get the chance, and even if that boat rocking is unlikely you still don't take the chance. Which I think is a reasonable approach. It certainly didn't hurt anything to take that approach.
