regarding governing themselves

When my children were in elementary school, The school issued an ICMM card (I Can Manage Myself) which allowed certain privileges. When rules were not obeyed they lost the ICMM privileges.

Likewise, governing oneself does not mean there are not consequences when someone takes action contrary to what they have agreed to.
