Who is entitled to the spirit of discernment to determine whether a person is

truly trying to follow the commandments?

If BYU requires an ecclesiastical endorsement, which is renewed each year, they should accept it. If they want to be the arbiter of a student's adherence to the commandments regarding morality, then stop pretending the ecclesiastical endorsement has any significance.

So do away with the HCO and require a new ecclesiastical endorsement each semester.

Do you not trust Bishops to exercise their authority and power of discernment properly?
