I'd guess a good chunk of the time they might feel guilty
but don't report anything because they don't want to risk anything. They have heard they could get kicked out and don't want to risk it.

Or, they are doing these things because they don't actually care about following the rules anymore. Maybe they used to but their feelings have changed. However, they feel it not worth transferring to another school.
