Probably depends on the situation. But bottom line:
You are going to drive a lot of students away from their Bishops by adding this responsibility to their already hectic life. Bishops are supposed to be someone that everyone can trust in every situation with what they divulge. You want this to look like the communist party planting spies who betray trust?

I'm not saying that a bishop would be deceitful, but having the burden of potentially kicking someone out of school seem incongruent with the nature of their calling.
