Exactly my point. Bishops are judges in Israel over the spiritual lives of their

members. The HC office enforces the living of the HC and although they may overlap in some areas, Bishops should not be a judge over a a member's education or membership in a university.

They need to separated in order for the Bishop to do his job with the most effectiveness.
