I still think the way to got is to open BYU satellite campuses.
Most public schools have satellite campus and some are rather significant.
BYU could easily open a significant satellite campus in several locations and relieve some of the crowding issues in Provo.
I'd ramp up the size of the BYU SLC center (and close the LDS Business College as a result), AZ, and maybe something in SoCal
