If I understand the examples of India and China, the leaders & populations of those countries supported progress. I assume the same will be the case in the poor countries of Africa. Aid helps soften the consequences of poverty but it does not create wealth - wealth is created when people organize themselves to support the ideals of education, equal rights and self actualization.
