The new NCAA transfer rules come into effect on Monday.
On October 15, if a player wishes to transfer, he only needs to inform the school of his intent. His name will automatically be added to a national database and other schools can immediately begin recruitment efforts for the player.

Coaches will no longer have the power to block the transfer or to limit with whom the player can sign.

Once the intent to transfer has been given, the schools will have to right to rescind the scholarship at the end of the current quarter/semester.

This week, the NCAA is also studying a proposal that would allow a freshman to get out of his NLI, without restrictions, if the HC leaves the school, before the freshman enrolls in classes.
