likely was trying to get one due to "extenuating circumstances" which really could be anything and at the discretion of NCAA whether or not to approve. Maybe he was hoping that NCAA investigation into the BYU basketball program (Emery situation) was enough to warrant a waiver? Clearly the NCAA didn't agree with whatever his reasoning is.
