Most of the facilities will likely be rebuilt.
2002 to 2030 is 28 years. There will almost certainly be a need to rebuild or renovate virtually every stadium or event space.
Having the areas set aside will surely make it more affordable, they don't need to buy land or start from scratch, but it will very likely be nearly as expensive as starting from scratch
