Rose is decent with recruiting and setting a philosophy and direction for the program. However, he isn't a guy that is a master of the Xs and Os of offense and defense.
When BYU has excelled it is because of talent and having great assistants that designed the intricacies of the schemes for him. Right now he doesn't have the talent nor the assistant to maximize what is there.
He's made questionable decisions lately when it comes to recruiting, sending some players packing, and finding ways to retain talent.
Some coaches are the program by themselves. Rose isn't. He's the CEO but he needs quality help to implement his vision.
