According to the NCAA, you're right about Florida but wrong about Texas
4.8% of Utah HS football players get recruited by D1 schools. It's 9.9% in Florida. In Texas, it's only 2.7%. Texas is viewed as a huge recruiting playground because of the high population in the state. Overall, the average level of football is lower than Utah though.
In the big schools, I'm sure it's a much higher level than Utah, but get outside Dallas or Houston and get into the less populated areas, Utah HS football is going to be better than the average Texas school.

He's not even really linebacker size. He would need to put on another 20 to 30 pounds to play that effectively.
