I’m fairly certain that any supplementary money
The AD requires comes from LDS Philanthropies, which is a totally separate cash/donation stream than the Church. When I donate to the AD, the check/ACH/wire goes to LDS philanthropies and the AD and it’s relevant facilities and operating costs are paid for by the AD.
It does not run like a ridiculous government structure where taxpayer dollars are called “funds” and managers make fungible arrangements to move around the funds.
