Yes it is possible. I was a really messy person when I was younger, now I am
very tidy. I became a minimalist which kept the noise at bay. I actually started by scheduling time for chores vs organically letting them happen. I then went from that to proactive behaviors. Clean as you go in the kitchen so you don't have the big mess to deal with. Take care of putting things away now vs wait later.

I designed my space and everything has its place. I actually have an alarm that goes off each evening about an hour before I go to bed for a 10 to 15 minute reset. I go through my home and check each room to make sure everything is where it is suppose to be. If I have a pair of shoes I took off in the living room to relax earlier, than I put those shoes in the closet in their assigned space. Dishes go into the dishwasher, junkmail thrown away, etc. If you are married and with children you can actually do this together each night. It takes literally no time at all and as you tidy up it gets easier.

The two biggest culprits I believe for people being messy are 1. The unwillingness to declutter (basically throw stuff out) 2. A desire to gratify the need or want to be entertained first with the intent to take care of it later. Meaning the procrastination isn't accomplishment based (do it later because I have other work or projects that take priority) but based on the desire to satisfy ones own selfish desires. Maybe watching football, or eat something, go play, etc. Once you reset your home and begin to developed learned behaviors to keeping everything where it belongs, you will be surprised at how much peace you will feel. Also elevates other aspects of your life.
