ask the man (and his wife) if they were in a position to serve. He'd tell them what the call was, but he wouldn't extend it until he knew they could give it the necessary time, etc. That way, if they weren't sure, he could say, "No problem. No call has been extended." That way, they didn't have to feel like they were turning down a call, which, as we all know, is something you don't want to have to do.
I'll add that this was a BYU stake president. And many times a name being considered was one that a "feeder" stake had recommended and the BYU stake president didn't even know. This is very common at BYU.
