A SP doesn’t need to do this because he knows the people he’s considering to call as bishop. More often than not, the first formal interview is the point when the calling extended. And not awkwardly like described above.
A GA 70 doesn’t need to do this when calling a SP, either. He has his standard interviews with the 20+ brethren arranged by the stake. Sure, these interviews serve a lot of different purposes, including gauging their family and professional circumstances. This is normal and natural because the GA 70 doesn’t know anyone in the stake. And then the very interview he has is to extend the call to the new SP, not awkwardly like described above.
