I've always thought that the NFL has the better system although I think it should be tweaked. The college system is horrible IMO as it really slows the game down.
First I think it's great that all turnovers and scoring playsare reviewed. I don't know if that's the case in college as the review official has to call down to review, t first, the review happens.
But I like that in the NFL every play is not subject to review and if only subject to review if the coach throws the red flag.
I'm not sure about losing a timeout, but oh well.
I do think that instead of getting a review back if they get both reviews right, I think it the coach gets the challenge right, as long as they have timeouts, they should not lose the challenge.
On missed calls, or blown calls like the PI no call, I think they should add a 3rd challenge flag, either one that is specific for disputed penalties or just allow teams to use their challenge flag however they see fit.
The refs on the field are too involved and so I like that the league office makes the calls, so when there is a disputed call like the one in the NO game, have a 3 or 5 man panel vote on the disputed call.
College needs to dump the practice of letting a booth official potentially review every play and go to a challenge flag system. Those booth officials are buzzing down way too much now and disrupting the game.
I also think the targeting rule needs to be changed. I like the intent of the rule, but the rule is written to broadly and the disqualification piece is far too punative.
