WV has had some serious issues with their school system, and they have harsh laws against homeschooling. My sister lives
in the eastern part of the state, which enjoys proximity to all the historic sites/big cities in the greater Washington D.C./Baltimore area. But Charleston is the only sizeable city for hours. It's probably not for you if you don't like smallish-town living and Appalachian-type fun: caves/hikes/history/Sunday drives in autumn/apple-picking/horses/etc. Upside is the housing is much more affordable than lots of other places.

Some parts of WV are extremely rural, with people who've lived there for generations. But in the cities and suburbs I've personally visited, and all the tourist sites, people there are generally much like people on the rest of the east coast.
