Lake Powell loses more water than Lake Mead every year.

Yes, Lake Mead loses to evaporation.   But the lake is in a granite bowl.

Lake Powell loses to evaporation AND seepage, because the lake is in sandstone.

 

From Scientific American:

"In total, "fill Mead first" would save 30,000 to 50,000 acre-feet of water annually"
