This is the whole point. California demands more than their share because their demand continues to increase. They can't
continue to pull their increased demand from the Colorado river. It's simply not sustainable. Desalination is their only long term viable option. Yes, it's more expensive than the cheap water you can steal out of Mead. Tough.
