Yes it's a hydroelectric dam but the plan was also to store water for the future needs of Utah and a couple other states. The proposed pipeline to St. George would be one of those anticipated needs and there might be others. This is one reason why states are insisting on retaining their share of the water and not wanting all of it to be diverted to the electrical and water needs of California.
