Problems with Lake Powell are myriad. First, it shouldn't have been built. Mead had been fine since its construction & southwest development should have been strictly limited according to the water resources from Lake Mead alone. We now have the most rapidly-growing city in the country, St George. That would be great but for the fact that we don't have enough water to support it's explosive growth. The estimates for the flow of the Colorado River is ~2x the actual flow. Then allotments are based on these bogus flow rates. Now add in a historic drought and you have the problems facing us today. There isn't enough snow pack in the southern Rockies now to support two major reservoirs and I'm not convinced that there ever was. There may be a rainy season or two mixed in but the historical record has shown Southwestern droughts lasting decades. What if this drought were to last twenty years or longer? It's possible because it has happened before. The future of Lake Powell is very much in doubt over the long-term unless we see an end to the drought. The drought in CA has been wiped out only in the last three months. The Southwest can easily still be in the midst of a drought and we are experiencing a temporary break. Even if the drought breaks the River is still being overdrawn. Until that is addressed it's a matter of time before we will see mandatory water restrictions. Time will tell.
