I wouldn’t say “the worse” but I agree the don’t work don’t get paid
Mentality makes it harder than I would have thought to take guilt free time off.
But knowing I have the flexibility to take 2 weeks off or any day off whenever I want is invaluable as well

The obvious easy and common sense answer is to simply give plenty finite of PTO.

I get 10 PTO day per year, but can only carry over 5. I get three weeks vacation and can also only carry 5.

If unlimited PTO = retired on a pension, then yes it's better.

I receive 20 days of PTO per year. I always use all 20 days.

I can carry over 5, but they have to be used by 3/31 the following year or you lose them without compensation
