Plus I get all Federal holidays off so that helps.

The obvious easy and common sense answer is to simply give plenty finite of PTO.

I get 10 PTO day per year, but can only carry over 5. I get three weeks vacation and can also only carry 5.

Same. Mine is usually all used up by January 20th.

I can carry over 5, but they have to be used by 3/31 the following year or you lose them without compensation
