It's more about what the utility company charges you for grid access now than what your solar panels can generate.
I know that SRP imposed what was essentially a $50 per month grid access charge to solar users. APS wanted to do something similar a few years back (which is why they spent millions in dark money on Corp. Commission candidates). Both utilities also want to buy the excess electricity you generate at the wholesale rate not the retail rate which further cuts into the margins. I think that most companies stopped marketing in the SRP areas.
