That's absurd.

I agree that deer dart into the roadway and sometimes, at highway speeds, there is no way to safely avoid hitting the animal. But maybe that should be part of the deal with driving. If you kill a public resource while exercising your right to drive on our roads, you have to pay to replace that resource.

Just thinking outside the box a little.
