As many have said on here the dream was to play in the NBA. His best chance

(even though it is small) to play in the NBA is to play another year in the 2nd most visible basketball league in the world and dominate that league. That is what will get him the look from the NBA. Again highly unlikely, but it is a bet on himself.

If his dream was to go play in the 2nd best basketball league in Norway then your point would be spot on.
