Yes, a home can pass inspection
With poor quality wood and paint. Those are not items under the inspection process.
The plumbing should have been caught by the inspection. However things get missed all the time.
Document as much as you can. Take it to the builder and see what they will do. I don’t know about Utah but Wyoming has a 9 year latent defect law which the plumbing would fall under. My opinion is you’re out of luck on the cabinets & maybe the exterior wood.

FWIW I’ve been in construction for nearly 25 years and have specialized in warranty work for our firm for the last 7 - residential & commercial.
