The best precision guns themselves are 3/8 MOA (The Barrett M82 is 1 MOA or worse), not accounting for any human factors or environmental variables whatsoever. It's hard enough to hit an IPSC target (essentially 18"x30") at 800-1000 yds, no way would I take a 6" circle at twice that distance, even with 50+ tries.
Beyond 1000, trace and splash are tough to see even with the best optics, mirage is a huge factor, and then you have all the other variables such as temp and humidity, wind calls and bullet drop, spin drift, plus all the physiological factors such as breathing, heart rate, and trigger press. At 2000 yds, Coriolis effect would also be a factor. Even if you see good splash and call a good correction, it'd be hard to secure a hit based on the variables.
I'd guaranteed get the jail time.
