They could do this, if they simply located smaller speakers throughout the stadium. But I don't think they are willing to spend the money to do this.

This is what Utah did at RES, and it’s done wonders for the sound there.

There wasn't an issue with neighbors complaining. It was that the Video Boards

No. I was talking NFL Stadiums. BYU has played in a lot of NFL Stadiums.
