I don't have a study but the Vegas stadium is a good deal. Pid for by tourist and increases tourism.
For a place as tourist driven as vegas it's not a bad deal.
In other places they can be a positive as well. I don't know if Camden Yard was publicly funded, but it revitalized a part of Baltimore so much that it's actually worth visiting now.
Most are burdens. Not all are.
